We are all recognize familiar with Taichung City’s commendable efforts in promoting autonomous flood prevention communities. The "2022 National Autonomous Flood Prevention Community Evaluation" of the Water Resources Agency of the Ministry of Economic Affairs awarded the Taichung City Government the Outstanding Municipality and County (City) Government. It cited the Wufeng District Office as the Outstanding Unit. Among the 100 award-winning communities across the country, Taichung City included 12. The award's presentation was held at the municipal administrative meeting today (26th). The Water Resource Bureau Director, Shih-Yi Fan, led a team to dedicate the awards. He also thanked outstanding community members for their selfless dedication and dedication. Mayor Shiow-Yen Lu commended the ceremony and issued a certificate of thanks. Hopefully, more high-quality disaster prevention communities will transform into models of autonomous disaster prevention communities in the future!

According to the Water Resource Bureau, Taichung City has been actively involved in establishing 70 autonomous flood prevention communities since 2012. Every year, Taichung has outstanding results on national independent disaster prevention community evaluations. Last year, the National Autonomous Flood Prevention Community Evaluation awarded it as an excellent county and city and cited the Wufeng District Office as the superb unit. At the same time, Taichung received one high distinction award community, three excellent communities, six A-class communities, and two special contribution awards. Wufu Village of Taichung City has been awarded the High Distinction award for three consecutive years. It has obtained the seed community qualification, ranking among the best in all counties and cities, with outstanding achievements.
The Water Resource Bureau further emphasizes that an autonomous flood prevention community is an initiative for disaster prevention and response that is conceived, planned, and actively executed by the community. Taichung City provides various yearly disaster prevention education and training programs, including meteorological teaching, basic life-saving techniques, and pump operation to guide the development of autonomous flood prevention communities. Also, based on the community's environmental and disaster-causing characteristics, show the community to conduct drills and enhance the community's disaster prevention energy. In addition to implementing daily flood prevention measures, the award-winning community has continuously innovated and made breakthroughs, collaborating with institutions such as district offices, enterprise factories, disaster rescue and firefighting units, and hospitals to strengthen the community's disaster response capacity.

For example, the Water Resource Bureau explained that Wufu Village in Wufeng District collaborated with community enterprises and factories to promote disaster and epidemic prevention to foreign migrant workers. Renhua Village in Dali District invited medical staff from Jen-Ai Hospital to join the ranks of independent disaster prevention. The head nurse of Jian-An Clinic taught how to assist residents with limited mobility in using accessible ramp facilities quickly and safely during simulated evacuation in Houli District and seized the golden rescue time when disasters occur!

The Water Resource Bureau emphasized that climate change is becoming increasingly severe, with a rising frequency of short-term and delayed heavy rainfall. Besides actively promoting higher-quality water conservancy construction that combines sustainable environmental protection concepts and environmental education functions, the Water Resource Bureau will continue to improve its management practices and strengthen grassroots disaster prevention concepts and community disaster response autonomy.
