To strengthen regional disaster preparedness, the Taichung City Government's Water Resources Bureau held a signing and awards ceremony at the Taiping District Office auditorium today (22nd). The event, with the slogan “Working Together for Disaster Prevention, Moving Towards Sustainable Development,” involved the signing ofsigning a Memorandum of Understanding (MOU) for public-private cooperation and an award presentation. Deputy Director Han Nai-pin presented certificates of appreciation to the participating businesses, while Taiping District Chief Hsu Kuei-fang signed the MOU with representatives from businesses and the communities. The initiative aims to bring togetherunite local businesses, communities with self-sufficiency in flood control, and government entities to enhance regional disaster prevention and rescue capabilities and establish a collaborative disaster prevention community, thereby reducing the loss of lives and properties in the area.
Director Fan Shih-yi of the Water Resources Bureau expressed gratitude by presenting certificates to recognizerecognizing the altruistic efforts of two communities and ten businesses. These entities generously contributed to society by offering personnel assistance, disaster prevention supplies, and support with heavy machinery. The bureau aims to integrate the concept of “businesses helping disaster prevention” into the promotion ofpromoting self-reliant disaster-prepared communities through this signing and awards ceremony. Collaborating with the district office, the bureau aims to establish a collaborative disaster prevention mechanism involving “self-help, mutual assistance, and public assistance” among businesses, communities, and the public sector. By establishing a role model in Taiping District, the bureau aims to inspire more communities and businesses to adopt the idea of self-reliant disaster prevention, actively engage in disaster prevention initiatives, and achieve a mutually beneficial situation through collaborations between the public and private sectors.
Given the context of widespread extreme weather events and frequent large-scale disasters worldwide, the Water Resources Bureau emphasizes the growing importance of utilizing local community and business resources for self-reliant disaster prevention and response, especially in situations where heavy rainfall or typhoons lead to mudslides, road collapses, or disruptions in external transportation, resulting in stranded conditions.
The bureau points out that the southern side of Buzi River in Taiping District has lower terrain. Before improvements to embankments and regional drainage, there were severe instances of flooding severe instances of flooding occurred in areas like Zhongxing and Taiping villages. While enhancements in water resources infrastructure have significantly reduced the occurrence of disasters, it's crucial to remain alert and prepared for potential flooding risks. Looking ahead, the bureau will continue building collaboration among businesses, communities, and the public sector in disaster prevention and response, fortifying local disaster resilience and moving towards the objective of establishing a sustainable and resilient city.
According to the bureau, the communities and businesses receiving awards today include self-reliant disaster prevention communities in flood-prone Zhongxing and Taiping villages, as well as Guo Te Mold Hang, Woei Kai Industry Co., Ltd., Tianxin Machinery Co., Ltd., Sanxing Store (forklifts), Jianhong Industrial Co., Chiing Yeang Co., Ltd., Zhentang Co., Ltd., Mickle Enterprise Co., Ltd., Wei Hsing Foundry Industrial Co., Ltd., and Chen Yuan Machine Factory Co., Ltd.
