1. Hydraulic Engineering Division: Dredging of under-ground waterways for rivers and regional drainage and environmental construction, land acquisition; pump station and detention pool construction; river dredging and separated sand and gravel excavation/selling; water gate installation project.
2. Water Resources Management Division: Drainage relocation, covering, scraping, drainage added facilities and crop cultivation permit; water rights management; river crossing structure permit and drainage map issuance; Irrigation Agency's administration affairs; supervision and management of registered sand and gravel yard in the city; sand and soil excavation application and management; water resources investigation; application and management of permit to change non-urban land to mining land; clamping down on Water Act and Sand and Gravel Excavation Act violations and punishment thereof.
3. Water Resources Maintenance Division: Establish a database of under-ground waterways for rivers and regional drainage facilities, as well as the maintenance, management and repair thereof; operations and maintenance of flood-prevention facilities such as pump stations and water gates; hydraulic building inspection; greenification project and maintenance; investigation and design of dredging and desilting projects; management of de-silting projects; maintenance, management and operations of detention ponds.
4. Water Resources Planning Division: Planning and improvement of under-ground waterway projects for rivers and regional drainage; hydrology and water resources survey; runoff distribution project; governance project; runoff control plan and plan review; planning and review of drainage operations; drafting of drainage-related regulations; information service; disaster prevention center service; operation and maintenance of mobile pumps; coordination of disaster emergency repair projects, disaster prevention readiness, disaster prevention drills, disaster prevention response, disaster prevention monitoring as well as the installation, maintenance, and operation of early warning facilities; supervision and inspection of construction projects; occupational health and safety services.
5. Sewer Construction Division: Coordination of sewer implementation plan; construction and improvement of the new sewer; water resource center constriction and land acquisition; construction data investigation, collection, design and approval.
6. Sewer Management Division: sewer operations management plan and financial plan; promoting and planning the development of sewers in different phases; reviewing of the dedicated sewer; sewer promotion; establishment and management of pipeline network data; sewer facility and system operations, maintenance and management; wastewater quality management, control and statistics; household connection pipe application, review, usage management and inspection.
7. Sewage Facilities Division: Household connection pipe project; on-site water quality treatment and wastewater interception facility maintenance and management; development, supply, use, and management of reclaimed water.
8. Water and Soil Conservation Engineering Division: Hillside disaster prevention, water and soil conservation planning and governance project; wild stream dredging; construction of agricultural roads on hillsides, maintenance and disaster recovery project; collapsed sloped land governance.
9. Water and Soil Conservation Management Division: General administration of hillsides; review of soil and water conservation plan for the development and utilization of the hillsides; supervision and management of construction projects and investigation, report, clampdown and punishment of violations of the Soil and Water Conservation Law, and other matters.
10: Under-ground Waterway Engineering Division: underground waterway and urban drainage project, land acquisition; clamping down on Sewerage Law.
11. General Planning Division: Preliminary projects and evaluation; formulation of mid to long-term administrative plans; budget formulation; engineering interface integration; legal research and study and legal process; volunteer recruitment and management; news release; research and evaluation.
12. Secretariat: Documents, archives, seals, general affairs, procurement, treasury, and property management; management of workers and staff under the Labor Standards Law; public relations; matters not belonging to other divisions and offices.
13. Personnel Office: Personnel affairs and organizational structure formulation; remuneration, benefits, insurance, retirement and pension, coordination and planning; attendance management, performance review, rewards and discipline, training and studying; staff appointment and dismissal, transfer and allocation based on test results; registration desk, attendance management assistance system.
14. Accounting Office: Fiscal budget, accounting and statistics of the Water Resources Bureau.
15. Civil Service Ethics Office: According to Article 5 of the Act of the Establishment and Management of the Government Employee Ethics Units and Officers, the functions and responsibilities of the Civil Service Ethics Office
1. Formulate civil service ethics-related policies. 2. Promote civil service ethics-related policies. 3. Prevention, investigation and processing of complaints pertaining to internal employee corruption and misconduct. 4. Recommendations concerning civil service ethics reforms. 5. Civil service ethics-related inspection and review and suggestions pertaining to rewards and discipline. 6. Maintaining confidentiality of civil service ethics-related official business. 7. Any other civil service ethics-related affairs. 8. Reporting the properties of public servants and accepting the public's request to browse relevant information in accordance with the regulations of the Act on Property-Declaration by Public Servants.
