Taichung City Government and the Central Government Achieve a Win-Win Outcome and Receive an Award of Excellence at the Construction Golden Safety Awards

Yesterday (the 26th), the Ministry of Labor held the award ceremony for the 19th Construction Golden Safety Awards. The Taichung City Government and the National Land Management Agency of the Ministry of the Interior jointly nominated the Phase 11 Redevelopment Zone and Sijhangli Area Sewerage System Project, Contract 2, which received the Award of Excellence. In addition, the project also received the Outstanding honor in this year’s National Sewerage Confined Space Entry and Exit Operations Evaluation. These honors demonstrate a model of collaboration among the central government, local government, and the private sector, and also reflect the city government’s emphasis on public works quality and occupational safety and health.
Director of the Water Resources Bureau, Shi-Yi Fan, stated that since Mayor Shiow-Yen Lu took office in 2019, she has actively promoted the Household Pipeline Connection Doubling Project. The city has advanced branch sewer networks and household connections in densely populated areas served by the Futian, Shuinan, and Wenshan systems. To narrow the urban rural gap, it has also launched the construction of water resources recovery centers and primary and secondary trunk sewers in areas such as Wuri, Guguan, and the Taichung Port Specific Area, while simultaneously promoting branch sewer networks and household connections in former county areas such as Fengyuan, Dali, and Taiping. As of the end of October this year, 145,000 new household connections had been added, with an average annual increase of more than 20,000 households, bringing the total number of connected households to 318,578. Over the past more than six years, the average annual number of new connections has reached a record high among all previous mayors.
Director Fan of the Water Resources Bureau explained that, in addition to actively promoting sewerage system construction, the city government conducts pipeline reviews before construction to avoid excavation damage to other public utility lines. It also promotes new manhole covers to improve road user safety, carries out natural gas safety training and joint inspections, and has established a regional joint prevention mechanism with the National Land Management Agency to enhance the effectiveness of occupational safety and health operations. In the National Sewerage Confined Space Entry and Exit Operations Evaluation, the city has received the Outstanding rating for three consecutive years, and it has also been recognized at the 17th and 19th Construction Golden Safety Awards of the Ministry of Labor.
The Water Resources Bureau of the Taichung City Government added that the project contract entered in this competition was commissioned by the Taichung City Government to the Sewer Engineering Branch of the National Land Management Agency, Ministry of the Interior, and that the construction area covers the area bounded by Luguang 4th Lane, Section 3 of Chongde Road, Chongde 10th Road, and Siping Road. The city government expressed its gratitude to the central government for its recognition of Taichung City, which also demonstrates a model of coordinated cooperation and a win win outcome among the city government, the central government, and the private sector. Going forward, the city will continue to carry out sewerage system construction to improve river water quality and sanitation in the living environment, while also emphasizing occupational safety and health and the quality of public works, so that invisible sewerage projects can become visible safeguards for citizens’ safety, sanitation, and health.
