Flood diversion?

Flood is diverted to reduce the water level. Water volume exceeding the loading capacity of a river is led out to alleviate flooding. There are two commonly used measures. The first is to divert the flood and then guide it into the main river while the second is to divert the flood and guide it into the sea or other rivers.
