To solve the flooding issue in the Han-gou drainage urban planning area, the Water Resources Bureau of Taichung City Government has long planned to build a CTSP detention basin and obtained a subsidy of NT$63.4 million from the Water Resources Agency, Ministry of Economic Affairs in order to build an ecological detention basin of 1.06 ha. This project has been completed before the flood season and, to optimize the flood-prevention mechanism, an intelligent flood-prevention system has also been installed to constantly monitor the water level.
Director of Water Resources Bureau Fan Shi-yi expressed that the CTSP detention basin was completed before the flood season. Sized around 1.06 ha with 14,600 m3 of detention volume, the basin is installed with an intelligent flood-prevention system and all equipment within the region is remotely controlled, allowing the Bureau to monitor the change in water level at any time and optimize the flood prevention mechanism. Apart from flood detention, as the basin is located in an important habitat for leopard cats, the Bureau has taken ecological conservation concepts into consideration when drafting the engineering design of the basin. For example, preserving existing arbors and plants to create an ideal habitat for animals, and planning sidewalks and space for relishing the landscape to provide residents living inside the Park and in surrounding areas with a comfortable leisure space.
Water Resources Bureau pointed out that the Bureau would continue to implement the “Bypass Culvert Engineering Project of Houke South Road in Houli District of Taichung City” to install bypass culverts along Houke South Road to Sanfeng Road in order to divert water to the Main Line B of the stormwater sewer in Houli District. At the moment, the Bureau already obtained a budget of NT$55 million from the Construction and Planning Agency (CPA) and outsourced the project. In the future, the Bureau will, by conducting land use control, disaster prevention strategy and engineering measures, continue to implement flood detention in upstream, flood diversion in mid-stream and flood mitigation (drainage) in downstream areas in order to increase the city’s flood prevention capacity.
