Consulted and obtained consent from indigenous tribes: The construction of the Guguan sewage system will be launched this year.

To enhance the water quality of the Dajia River watershed and the environmental quality of Guguan, Taichung City Government has been promoting the construction of sewage infrastructure in the Guguan area. This April, Heping District Office assisted to hold a tribal meeting at Haluntai Tribe and the voting result indicated the tribe’s consent to launch the construction. The Water Resources Bureau expressed that the Guguan sewage system construction project would be contracted this year, and it would incorporate local indigenous culture imagery and is expected to be finished within 2 years, completing the last mile of sewage treatment along the Dajia River watershed.
Water Resources Bureau expressed that the water quality of Dajia River currently relies on the sewage systems of Lishan, Huanshan and Shigang Dam. To further improve the water quality of the source water protection zone of the Dajia River watershed, the City Government will launch the Guguan sewage system and pipeline construction project, which covers the systems of Shiwenxi (Shiwen Stream) settlement and Guguan Scenic Area. Contracts for the Water Resource Recycling Center construction and household-to-sewer connection projects are expected to be initiated this year with a total budget of NT$160 million. The Water Resource Recycling Center, which has an exterior design incorporating the local culture and landscape to enhance the imagery of indigenous culture, will be built at the entrance of Guguan Scenic Area.
The Water Resources Bureau further explained that, as the construction site is surrounded by indigenous people’s lands and tribes, the Bureau was required to consult and obtain consent or participation from indigenous peoples or tribes for land development and resource utilization related affairs. Last July, a tribal consulting session was initiated in accordance with “Regulations Governing the Indigenous Tribes’ Consent or Participation Obtained through Consulting”; and, on April 17 this year, Heping District Office further assisted to hold a tribal meeting at Haluntai Tribe and the voting result indicated the tribe’s consent to launch the construction. The Water Resources Bureau thanked Haluntai Tribe’s support and expressed that the construction of a sewage system in Guguan will help to improve the water quality of the Dajia River watershed and the residential environment of Guguan. The Bureau said that it would continue to invite local agencies to participate in relevant projects and to jointly complete the construction of sewage infrastructure.
