At the “2022 (3rd) National Water Environment Award” organized by the Water Resources Agency of the Ministry of Economic Affairs, Water Resources Bureau of Taichung City Government has been highly recognized by the jury and received three grand prizes: Among them, the “CTSP (Houli) Green 10-2 Riverbank Landscape Pond Project of Han-gou Drainage Water Environment Improvement Plan” received the Grand Prize – LOHAS Ecological Award, and “Dongda River Water Environment and Surrounding Area Environmental Improvement Plan” received the Grand Prize – Aerobic Purification Award and Special Prize – Public-Private Partnership Award, showing the City’s fruitful results.
The Water Resources Bureau expressed that urban development of every city was inextricably related to river streams due to their importance as a natural and environmental resource. In the “2022 (3rd) National Water Environment Award” organized by the Water Resources Agency, the Water Resources Bureau received 3 prizes, demonstrating its efforts on enhancing flood prevention and safety, water purification and treatment, landscape and environment building, and ecological restoration. In addition, through public-private coordination and civic participation, the Bureau also integrated opinions from local residents in order to build a highly accessible water environment and greenery in the Greater Taichung area.
The Water Resources Bureau explained that the “CTSP (Houli) Green 10-2 Riverbank Landscape Pond Project of Han-gou Drainage Water Environment Improvement Plan” that received the Grand Prize – LOHAS Ecological Award had created a 1.06 ha ecological detention basin to enhance the flood prevention and safety of Houli area while maintaining the region’s leisure and ecological functions. This project also passed the test of torrential rain recently brought by the plum rain weather front, where the flood-prone areas are no longer flooded, indicating the disaster mitigation effects of the detention basin. In addition, as the detention basin is located in an important habitat of leopard cats, the Bureau has taken ecological conservation concerns into consideration when drafting the engineering design of the basin by preserving existing arbors and plants to create an ideal habitat for animals and planning sidewalks and a space for relishing the landscape, allowing residents living inside the Park and in surrounding areas to enjoya comfortable leisure space.
As for “Dongda River Water Environment and Surrounding Area Environmental Improvement Plan” that received the Grand Prize – Aerobic Purification Award and Special Prize – Public-Private Partnership Award, it was launched to improve the odorous water which seriously affected the water ecology and surrounding environment. Apart from the civic participation, Tunghai University also contributed to this plan. The efforts of all parties enabled the Bureau to reached the goals of water purification, environmental improvement, ecological restoration and promotion of environmental education, making the sustainable development of water environment no longer a dream.
The Water Resources Bureau further explained that, from the proposal, design and construction to maintenance and management, it had been continuously listening to various voices and communicating with all parties during the implementation of these projects. Because of the coordination and cooperation of all parties, the Bureau has managed to improve the original water space. The Bureau said that, when launching water control projects in the future, it would take ecological, landscape and cultural aspects into consideration in order to build an excellent environment with high water accessibility in the Greater Taichung area. At last, the Bureau also thanked the Committee for its high recognition.
