The Nanshan Intercepting Ditch Project is a central construction plan by the Taichung Municipal Government in recent years to improve flooding in coastal areas, including Shalu, Wuqi, and Longjing. The "emergency project for the diversion of Nanshi Creek and Beishi Creek in the upstream extension section of the foot of the mountain Drainage," located within the scope of the second phase of the Nanshan Intercepting Ditch, is a significant part of the improvement plan. The project cost is over NTD 17 million, which started on October 3 last year and at the beginning expected to complete before the flood season by the end of March this year. Under the elimination of difficulties and the efforts in construction, the bureau was able to complete the diversion function of the Nanshan Intercepting Ditch ahead of schedule by the end of January..

According to the Water Resource Bureau, the emergency project for the diversion includes two new diversion weir bodies establishment (Nanshi Creek and Beishi Creek) and the improvement of the old riverbed. Besides, it has removed the original six temporary earth dikes in the river channel at the foot of the mountain of the drainage extension. After the completion of the project, in case of heavy rainfall, most of the water flow can divert and discharge into the drainage at the foot of the mountain, sharing the responsibility of reducing flood diversion and drainage of Nanshi Creek and Beishi Creek and completing the task of improving flooding.

The Water Resources Bureau stated they divided the Nanshan Intercepting Ditch (including drainage at the foot of the mountain) treatment project into three phases. And the Ministry of Economic Affairs has approved handling in an annual and phased manner. The first phase involves widening and improving the downstream section of the Nanshan Intercepting Ditch (below Lushan Bridge to the confluence of the foot of the mountain and Longjing Drain), with a renovation length of 4.7 kilometers. They have completed 16 projects (nine bank protection tenders and seven bridge beam tenders). Only a railway bridge section needs to cooperate with the demolition project of the old railway bridge from the Railway Reconstruction Bureau. It expects to complete by the end of March this year.

The Water Resources Bureau further explained that the project's second phase is a renovation project from the newly opened upstream channel section to the confluence of Beishi Creek, with a renovation length of 1.8 kilometers. After the emergency project completion for the diversion of Nanshi Creek and Beishi Creek, the bureau has fully completed the second phase. The third phase expects to handle the bank protection renovation from Beishi Creek to Zhulin North Creek, with a length of approximately 2.9 kilometers. The bureau has finished the review plan with a total required funding of about NTD 6.5 billion. They have actively sought funding from the central government. The bureau expects that after the completion of the Nanshan Intercepting Ditch Project, it will reduce the flooding area in specific areas of Taichung Port (such as Shalu District and Longjing District) by 367 hectares, protecting about 19000 people and ensure the well-being of the people.
