Today (on the 18th), the Taichung City Government kicked off a two-day "Peace Project" for the first half of this year, starting with a groundbreaking ceremony at the Guanguan Water Reclamation Center. To ensure the water quality of the Dajia River source and promote the recycling and reuse of water resources, the city government plans to construct a water reclamation center in the Guanguan area for the treatment of domestic wastewater. The construction project is budgeted at approximately NT$178 million and is expected to be completed in two years. During the groundbreaking ceremony held on today (June 18), Mayor Lu Shiow-yen expressed in her speech that completing this project is the "final puzzle piece" of the Dajia River Coastal Water Quality and Source Protection Plan.

Mayor Lu, dressed in indigenous attire, emphasized that the Guanguan Water Reclamation Center is an important infrastructure project during her speech. She also thanked the Water Resources Bureau, the Construction and Planning Agency of the Ministry of the Interior, Legislator Chiang Chi-chen, the Taichung City Council, and the indigenous Harun Tribe for their joint efforts in promoting the project. With budgetary support from the city government, the construction is set to commence successfully. Mayor Lu highlighted that the Dajia River holds the sifnificant ruole of being the "Mother River of Taichung” and maintaining its cleanliness is a crucial task for the city government. The city government has actively promoted the Dajia River Coastal Water Quality Source Protection Plan, which includes plans for four sewage treatment systems. Among them, the Lishan, Huanshan, and Shigang Dam systems have been completed. "Guanguan is the final puzzle piece!" emphasized Mayor Lu, highlighting its importance and expressing hope for the project's smooth completion in two years.

Mayor Lu also mentioned that the work of the Water Resources Bureau often goes unnoticed by the public. She expressed gratitude for the team's dedicated efforts and emphaised that today's groundbreaking ceremony serves as a symbol of the collaborative efforts between the central and local governments in safeguarding the ecological treasure of the Da-Jia River Basin.
The Water Resources Bureau stated that the widely renowned Guanguan Scenic Area not only attracts a continuous flow of tourists, but also local indigenous tribal culture is an value asset to the region. In order to enhance the living environment of local residents, the city government plans construct a sewage treatment system and today marks the launch of the construction project for the Water Resources Recycling Center, which is a part of the system. In the meantime, the city government will also expedite the household-to-sewer connection project, enabling a centralized treatment of household sewage and reducing water pollution sources in the Da-Jia River Basin. Additionally, the Guanguan Water Reclamation Center will be established at the entrance of the scenic area and its architectural design has incorporated elements of the local indigenous culture, aiming to achieve a harmonious coexistence of local culture, tourism industry, and a beautiful environment.
Fan Shih-yi, Director of the Water Resources Bureau, stated that the active promotion of Guanguan sewage treatment system is the final puzzle piece of the entire project; and its construction site is located within the territory of the indigenous Harun Tribe. With the active assistance of the Heping District Office and the tribal chief, the project underwent a successful tribal consultation meeting last year. Today, the construction project is officially launched, aiming to complete a water reclamation center with approximately 2,000 meters of sewage treatment facilities and pipelines.

During today's event, not only did the Evergreen Elementary School Chamber Orchestra bring elegant string music, but also young children participated in the groundbreaking ceremony. Mayor Lu Shiow-yen; Deputy Chief Engineer of Construction and Planning Agency, Ministry of the Interior Chen Chih-wei; Deputy Director-General of the Sewerage System Office Chou Shih-ming; Deputy Secretary-General of the City Government Ho Yu-hsing; Councilors Wu Chen-chia, Ku Hsiu-ying, Huang Jen and Ho Wen-hai; Director of the Water Resources Bureau Fan Shih-yi; Chairman of the Research, Development and Evaluation Commission Liu Yen-li; Director-General of the Civil Affairs Bureau Wu Shih-wei; Acting Chairperson of the Council of Indigenous Peoples Yang Hsin-yi; Chairman of the Heping District Representative Council Chen Chih-yung; Chief of Heping District Wu Wan-fu; representatives of the Harun Tribe and local village chiefs have all attended today’s ceremony. Vice President of the Legislative Yuan Tsai Chi-chang; Legislator Jiang Chi-chen; and Councilor Tsai Cheng-kuei also sent representatives to join this grand occasion.
