In the face of extreme weather, drought, and flood ravaging the world to encourage water conservancy practitioners and the public to participate in the sustainable development of water resources and the environment, the Water Resources Agency of the Ministry of Economic Affairs held the "2023 Commendation of National Water Conservancy Outstanding Contributors and Groups" award ceremony at the Howard Civil Service International House today (2nd). Taichung actively promoted the management of flood control projects and continued to strengthen the operation of autonomous flood prevention communities, which was highly recognized, and was awarded a county or city with excellent performance in the 2022 national autonomous flood prevention community evaluation.

According to the Water Resources Bureau, Taichung has consistently achieved remarkable results in the national assessment of autonomous flood prevention communities. In 2022, it won the national excellent county and city award for national autonomous flood prevention community evaluation. Also, Taichung receives one high distinction award community, three excellent communities, six A-class communities, and two special contribution awards. Wufu Village of Taichung City has been awarded the high distinction award for three consecutive years. And it has obtained the seed community qualification, ranking among the best in all counties and cities, with outstanding achievements.

The Water Resources Bureau further said autonomous flood prevention communities are a significant part of disaster prevention work. It is a disaster prevention and response action actively conceived, planned, and implemented through the community. Taichung City provides various disaster prevention education and training such as meteorological teaching, basic life-saving techniques, and water pump operation every year to cultivate the community's disaster prevention awareness, knowledge, and skills. In 2022, the government assisted the community by inviting foreign migrant workers to participate in disaster prevention drills and make YouTube videos to promote disaster prevention concepts. It also strengthens the horizontal system to cooperate with district offices and disaster prevention communities to conduct earthquake and flood combined disaster field drills to better the efficiency and breadth of community flood prevention operations. By prioritizing the core value of "autonomous disaster prevention," Taichung City aims to minimize disaster losses when such events occur.

The Water Resource Bureau indicated that the increase in the frequency of short-duration intense rainfalls is due to the increasingly severe effects of climate change. Upholding water safety, environment, and culture concepts, the Water Resource Bureau actively promotes higher-quality water conservancy construction that combines sustainable environmental protection and environmental education functions. At the same time, it will continue to improve management practices and strengthen grassroots disaster prevention concepts and community disaster response autonomy.
