The 31st "Chinese Architectural Golden Stone Award" award ceremony was held yesterday (21st) at the Chinese Petroleum Corporation Building in Taipei. The Water Resource Bureau of Taichung City Government won four awards in the Excellent Public Construction/Excellent Space Activation category. Among them is the "Downstream Connection Project of the Welcome Waterfront Corridor at the Port of Fazi River," "Taichung City Fengyuan District Sewage Sewer System Phase 1 - The Fourth Bid of Primary and Secondary Main Pipe Project," "Shigang Dam Water Source Specific Area Water Resources Recycling Center," and "Taichung City Yanagawa Zhonghua Water Purification Plant and Water Environment Maintenance and Management (Chongde Liuqiao to Nantun Liuqiao)." All of these projects have received awards and are highly recognized.

Director of the Water Resource Bureau, Shih-Yi Fan, explained that the award-winning plan includes new construction projects and maintenance and management cases. From the proposal stage, design, and construction to maintenance management, they continuously listen and communicate to create excellent public buildings. The newly constructed part of the project is the "Downstream Connection Project of the Welcome Waterfront Corridor at the Port of Fazi River." By widening the existing corridor and setting up protective facilities, they connected the Taichung High Speed Rail and Fazi River embankment and sewn up the water bank movement line. The project also organized the use of space under the bridge of Provincial Highway 74, increasing public usability and efficiency.

Furthermore, "Taichung City Fengyuan District Sewage Sewer System Phase 1 - The Fourth Bid of Primary and Secondary Main Pipe Project" is the last piece of the jigsaw puzzle of Fengyuan District's first phase sewage primary and secondary central pipe system. Due to the construction of pipes on road sections with many businesses, the city government has further reduced the impact on businesses (stores) and passers-by by strengthening traffic maintenance layout, improving construction schedule arrangements, and prior communication and coordination. The total construction pipeline section planned is about 2.7 kilometers. Once the project is completed and the subsequent pipe connections are established, it will significantly enhance the quality of life for residents in the area.

Director Fan indicated that the "Shigang Dam Water Source Specific Area Water Resources Recycling Center" part of the maintenance and management plan designed to treat 22,000 tons of domestic sewage daily, care and management work, the quality of the discharged water during operation is also better than the discharged water standard except for formulating exclusive SOPs and SMPs for various functions. Simultaneously, the plan uses technological equipment to perform predictive maintenance, increasing the equipment availability rate to over 98%. It also promotes environmental education through painting and artistic creation in public spaces and parks to beautify the environment and improve residents' quality of life.

Furthermore, the "Taichung City Yanagawa Zhonghua Water Purification Plant and Water Environment Maintenance and Management (Chongde Liuqiao to Nantun Liuqiao)" can treat 10,000 tons of domestic sewage daily. The plan also ensures that the inflow is stable and achieves the goal of no missing sewage connection through daily inspections. At the same time, the project established SOP and SMP forms to specify various maintenance procedures and implement regular preventive maintenance of different equipment. The water released under this project will serve as the water source for the Yanagawa LID landscape river section. The Yanagawa LID landscape river attracts tourists annually and is often essential for city government events. Water purification achieves multiple objectives, including water pollution control, resource reuse, and environmental enhancement.
The Water Resource Bureau extends its gratitude to the evaluation committee for their affirmation. The city government will continue to work on various construction projects in the future, adhering to the principle of constantly balancing public interests and local needs through communication, achieving a win-win situation, and creating the vision of Taichung becoming a livable city.
