Today (14th), Director Fan Shih-i of the Water Resources Bureau of the Taichung City Government and Director Chen Jung-chun of the Taichung Branch of the Rural Development and Soil and Water Conservation Agency, paid a visit together to Chief Prosecutor Chang Chieh-chin of the Taichung District Prosecutors Office. They expressed their appreciation for the support provided by the prosecutors office in cases related to the investigation of water resources and water conservation in Taichung. During the meeting, they discussed various ways to collaborate in the future, such as on-site investigations, administrative procedures, collaboration with other prosecution units, and soil and water conservation education and training. Their aim is to work together to combat criminal activities in slopeland and safeguard the country's land resources.
The Water Resources Bureau noted that around 150,000 hectares of land in Taichung City are slopeland, making up 70% of the city's total area. Last year, through collaborative efforts with the police and the environmental protection agencies, and under the leadership of the district prosecutors office, they successfully dismantled environmental crime syndicates. This action thwarted perpetrators engaged in activities where they pretended to plant but were actually disposing of and abandoning soil. Therefore, the integrity of the country’s land resources is safeguarded, reflecting the government's commitment to both combating crime and preserving the national land.
Chief Prosecutor Chang appreciated the ongoing progress in investigations in recent years and thanked the dedication of colleagues from different agencies. He assured that full efforts will be exerted to investigate and trace the origins of illegal dumping of waste soil and rocks in Central Taiwan. Furthermore, he mentioned plans such as organizing cross-domain law enforcement forums and utilizing surveillance systems in remote areas to intensify crackdowns. These plans aim to enhance the effectiveness of enforcement technologies and reinforce external oversight to deter unlawful intentions.
The Water Resources Bureau also noted that in addition to their collaborative efforts with the Rural Development and Soil and Water Conservation Agency and the Taichung District Prosecutors Office in combating crimes in slopeland, they also enhanced cross-domain collaboration for the procurement integrity platform regarding the “Futian Water Resources Recycling Center Effluent Recycling and Reuse Turnkey Project” through this visit. This aims to facilitate seamless collaboration between administrative and judicial tasks, ensuring colleagues can work without external interference. Moreover, it aims to collectively prevent misconduct and uphold water environmental safety in Taichung, ensuring integrity oversight.
Both sides agree that judicial cases benefit from the professional insights of administrative agencies, and vice versa, administrative agencies seek timely assistance from prosecutors of judicial agencies when needed. By collaborating and offering mutual support, they aim to combat illegal activities and safeguard the country's land resources. They also express their commitment to further enhancing collaboration to ensure effective management and protection of slopeland in Taichung City, contributing positively to public safety and environmental protection.
