
According to the Ministry of Agriculture, to encourage county and city governments to take a more active role in slopeland conservation, the Slopeland Conservation Golden Awards ceremony is held annually to publicly recognize agencies excelling in this area. The conservation, utilization, and management of slopeland involve environmental protection and sustainable development, making it both a complex and challenging task. They aim to turn these challenges into motivation for slopeland conservation, using “resilience” to address environmental changes, “wisdom” to improve management efficiency, “sustainability” to ensure long-term resource use, and “peace of mind” as the core value of slopeland safety.
Director Fan Shih-yi of the Water Resources Bureau said that to improve slopeland management, the bureau has implemented digital governance strategies this year to enhance the reporting and enforcement of violations. A standardized workflow has been created to track case processing times, while LINE Notify is used to report suspected violations and send deadline alerts for enforcement cases, speeding up the process and enabling real-time updates on-site. Moreover, the bureau is using the slopeland patrol app, unmanned aerial vehicles (UAVs), and satellite imagery to efficiently monitor and curb illegal land use on slopeland.
The Water Resources Bureau noted that through digital governance, they can perform real-time data analysis and evaluations, leading to a 20% decrease in the total number of violations compared to last year. In violation hotspots like Shalu, Dongshi, Beitun, and Wufeng, violations have dropped between 28% and 60%, bringing the overall correction completion rate to 88%, a 7% improvement from last year. The city government also continues to promote soil and water conservation through educational activities in communities and schools, aiming to spread awareness. Additionally, residents can access the Slopeland Information System (https://wrbeocin.taichung.gov.tw/slide/) to search for slopeland information, submit reports, track application statuses, and book consultation services online, contributing to energy efficiency and carbon reduction. The system's automated services also enhance administrative efficiency and service quality.
The Water Resources Bureau noted that in this year’s national evaluation of slopeland conservation, utilization, and management, they secured first place in the Special Municipality category, received the Inspiration Award, and were recognized with the Outstanding Soil and Water Conservation Service Team Award. They thanked the committee for the recognition and extended their gratitude to the frontline staff for their efforts. Moving forward, the bureau aims to continue refining its goals, promoting awareness of soil and water conservation, and working alongside the Soil and Water Conservation Service Team to do their utmost for slopeland conservation in Taichung City.
