The Taichung City Government is actively promoting the development of renewable energy, and the second phase of the Shishuike River Drainage Small Hydropower Plant Project officially broke ground in December last year. This project is Taiwan’s first regional drainage hydropower plant led by a county government and the first in Taiwan to use siphon turbines. It represents a key milestone in Taichung’s renewable energy efforts. The first phase was completed and became operational in July 2024, while the second phase is scheduled for completion by the end of 2025.
Water Resources Bureau Director Fan Shi-yi highlighted the challenges of managing Taiwan’s water resources, as the country’s rivers are steep and have strong currents, especially after rainfall. However, the siphon turbines used by the Shishuike River Drainage Small Hydropower Plant offer exceptional adaptability. It can function flexibly across diverse terrains and hydrological conditions, with the ability to adjust the number and capacity of turbine units as needed to meet different power generation demands and maximize energy output.
The second phase of the project will introduce an additional siphon turbine at the tailwater outlet of the first-phase turbine system to enable secondary power generation. This design boosts energy efficiency while demonstrating the Water Resources Bureau’s dedication to optimizing water resource utilization and establishing a new standard for renewable energy development.
The Water Resources Bureau added that with the start of the second phase, the Shishuike River Drainage Small Hydropower Plant will provide fresh momentum for Taichung City’s renewable energy and environmental protection efforts. It also represents a symbol of new hope, laying a solid foundation for sustainable development in the future. The project successfully integrates water resources and the development of renewable energy, unlocking the full potential of these resources, while aligning with six key indicators of the United Nations Sustainable Development Goals (SDGs): SDG 3 (Good Health and Well-being), SDG 6 (Clean Water and Sanitation), SDG 7 (Affordable and Clean Energy), SDG 9 (Industry, Innovation, and Infrastructure), SDG 13 (Climate Action), and SDG 15 (Life on Land).
