Water Resources Agency Visits Taichung’s Small Hydropower Plant for In-Depth Exchange on Green Energy Applications

The Shishuike River Drainage Small Hydropower Plant, the first small hydropower plant in Taiwan developed under the leadership of a local government and utilizing a siphon turbine, officially commenced operation in July of last year with the completion of its first phase. This project marks a significant step forward in Taichung City’s efforts to promote renewable energy and revitalize water resources. Today (15th), Wu Jui-hsiang, Deputy Director of the First River Management Office under the Water Resources Agency, Ministry of Economic Affairs, led a team to visit the site. The team engaged in in-depth exchanges with Taichung’s Water Resources Bureau on development experiences and future operational mechanisms. The visit underscores the strong commitment and collaborative efforts between the central and local governments in advancing green energy initiatives.
Water Resources Bureau Director Fan Shih-yi noted that since 2020, the Taichung City Government has conducted potential assessments of drainage areas under its jurisdiction. In 2021, it launched the “Taichung City Small Hydropower Development Project” and partnered with private enterprises Fong He Green Energy & Environment and Jabbo Technology to implement a public-private collaboration model in green energy development. The Shishuike River Hydropower Plant is the first successful outcome of this initiative, with an estimated annual power generation capacity of up to one million kilowatt-hours. The green electricity and renewable energy certificates are purchased by Delta Energy, making the project a key example of local energy transition and sustainable development.
The Water Resources Bureau noted that due to Taiwan's steep terrain and fast-flowing rivers, developing hydropower presents significant challenges. The Shishuike River Hydropower Plant addresses these difficulties by employing a highly adaptable siphon turbine combined with a semi-enclosed structural design. This configuration effectively mitigates the impact of flooding and responds flexibly to fluctuating hydrological conditions. Moreover, the facility allows for adjustments in the number and capacity of turbines based on the terrain and specific energy demands, enabling scalable power generation. Phase II of the project is currently underway and is expected to be completed by the end of 2025. It will involve the installation of a second turbine at the tailrace to facilitate secondary power generation. This advancement not only enhances energy efficiency but also sets a new benchmark for the application of renewable energy.
During the visit, the team from the First River Management Office expressed that they are currently conducting feasibility studies and planning for small hydropower development along Annong River, which falls under their jurisdiction. As such, they showed great interest in the siting of the power plant, turbine design, and operational models. Both parties engaged in an in-depth discussion on the development process and maintenance management, fostering a meaningful exchange of experiences between central and local governments.
The Water Resources Bureau explained that the Shishuike River Drainage Small Hydropower Plant is located near key facilities such as the Shigang Dam Water Resource Recovery Center and the Dajia River Water Resources Exhibition Hall. Together, they form an “Environmental Education Golden Triangle,” serving as a vital hub for promoting environmental education and water culture. This also contributes to the achievement of seven Sustainable Development Goals (SDGs) set by the United Nations, demonstrating Taichung City’s long-term commitment to green energy development and environmental protection.
