4Water Resources Bureau Takes Home 5 Honors at Taichung's 3rd Public Construction Award, Showcasing Excellence in Infrastructure

The award ceremony of the 3rd Public Construction Award by the Taichung City Government was held today (29th) at the 4th-floor Assembly Hall of the Taichung City Hall. The award was presented by Secretary-General Huang Chong-dian. The Water Resources Bureau delivered outstanding performances, with two projects—the Shui-Nan Economic and Trade Park (Dunhua Road Extension) Sewer Connection Project and the Taichung City Wuqi District Dazhi Road Section 2 Stormwater Sewer Subsequent Improvement Project—receiving the Excellence Award in the Hydraulic Engineering category. Additionally, the Shinguang Water Resources Recycling Center was honored with the Facility Maintenance and Management Award. Furthermore, two individuals—the Water Resources Bureau’s Section Chief Wu Zhi-qiang and the Chairman of Dunxing Construction Company, Wu Xiang-wei, which undertook the award-winning projects—were presented with the Individual Contribution Award, marking a highly fruitful outcome.
Director Fan Shi-yi of the Water Resources Bureau noted that by organizing the Public Construction Awards, the city government aims to foster healthy competition among contractors, thereby enhancing the quality of public works in Taichung. The Water Resources Bureau has been fully committed to sewer construction, flood safety, landscape development, and ecological restoration. Moving forward, it will continue to uphold rigorous standards in project quality to deliver high-quality public facilities, creating a more comfortable and well-rounded living environment, and advancing Taichung toward becoming the happiest and most livable city. The bureau noted that this award not only recognizes the dedication of its staff and the design and construction teams but also reflects the city government’s achievements in promoting high-quality public infrastructure. The bureau will continue its efforts to make Taichung an even more livable city.
The Shui-Nan Economic and Trade Park (Dunhua Road Extension) Sewer Connection Project primarily links the sewer system in the area west of the Hanxiang Park to the Shui-Nan Water Resources Recycling Center, effectively improving public environmental sanitation. The project covers the park’s main roads, with pipelines designed around an 800mm-diameter trunk line serving as the backbone. This establishes a foundation for connecting sewers from residences and facilities in the future, while also mitigating pollution in surrounding water bodies and supporting water resources recycling, thereby fostering a sustainable and environmentally friendly urban environment.
The Taichung City Wuqi District Dazhi Road Section 2 Stormwater Sewer Subsequent Improvement Project is located along a major thoroughfare in Wuqi, which also serves as an important route to Taichung Port. Due to concerns over potential concrete spalling on the sewer box culvert roof along this section, there was a risk of impaired drainage and traffic safety. The Water Resources Bureau proactively secured funding from the central government to carry out repairs. Phase I of the project, covering the section from Gangfu Road to Siwei West Road (545 meters), was completed in September 2022. Phase II, from Siwei West Road to Lingang Road (640 meters), commenced in August 2023 and was completed in March 2025. Utilizing a new construction method with precast slab panels, the project effectively shortened the construction period, reduced costs, minimized traffic disruptions, and enhanced road safety for residents.
In addition, the Shinguang Water Resources Recycling Center received the award in the Facility Maintenance and Management category. Unlike traditional water resources recycling centers, which are often regarded as undesirable facilities, Shinguang has become a popular recreational space for the public. The Water Resources Bureau has actively revitalized the area by establishing the “Shinguang Blackwater Café,” transforming the former perception of wastewater treatment plants as nuisance facilities. The center now serves as a new leisure destination for enjoying coffee and dining, while continuing to treat domestic wastewater. It also integrates concepts of lifestyle aesthetics, ecological culture, energy conservation, carbon reduction, green energy, and environmental protection, earning widespread support and recognition from citizens.
