On December 30, 2025, the awards ceremony for the 26th National Golden Award for Architecture was held at the Taipei Garden Hotel in Taipei. The Water Resources Bureau of Taichung City Government received recognition with three public works projects winning the “Public Construction Quality Award”: “Taichung City Guguan Sewer System Construction Project,” “Zhongxingling Retention Basin New Construction Project,” and “Taichung Shinguang Water Resources Recycling Center Commissioned Operation and Maintenance Work.” The awards highlight the Bureau’s professional achievements in project planning, construction quality, and subsequent operation and maintenance management, and were highly recognized by the jury.
The Water Resources Bureau stated that the “Taichung City Guguan Sewer System Construction Project (including three-year trial operation)” involved a joint investment of approximately NT$180 million from central and local governments. Upon completion, it will be capable of treating around 300 metric tons of domestic wastewater per day, effectively improving residents’ living environment and river water quality. The exterior wall of the equipment building at the water resource recovery center incorporates local Atayal Indigenous cultural totems and imagery, balancing engineering functionality with cultural aesthetics. This not only brings public infrastructure closer to residents, but also reshapes public stereotypes about engineering facilities, promoting cultural preservation, tourism development, and shared gains in environmental quality, and driving balanced urban–rural development in Heping District.
The Water Resources Bureau further noted that the “Zhongxingling Adjustment Pond New Construction Project” is one of the Phase II projects (the overall program is divided into five phases) of the expanded irrigation service for the Xinshe area irrigation system, commissioned by the Irrigation Agency, Ministry of Agriculture, and is primarily intended to address the longstanding shortage of irrigation water in areas including Xinshe, Dakeng in Beitun District, and Shigang. Upon completion, the project will be able to stably supply 0.66 cubic meters of irrigation water per second, equivalent to approximately 57,000 cubic meters per day, or about the volume of 22.8 Olympic-size swimming pools, providing significant support for enhancing the stability of agricultural production and local development.
The Water Resources Bureau explained that the Taichung Shinguang Water Resources Recycling Center is operated and maintained by a professional team. Through a smart monitoring system, energy saving and carbon reduction measures, and a comprehensive management framework, the facility is ensured to operate efficiently and stably. In line with the concepts of environmental education and community sharing, the Bureau has also established the Black Water Café to convey to the public the value of wastewater reclamation and circular reuse. This award fully demonstrates Taichung City’s innovative achievements in public facility management and environmental reuse.
The Water Resources Bureau of Taichung City Government emphasized that Mayor Shiow-Yen Lu has always placed great importance on the quality of water infrastructure and sustainable development. This National Golden Award for Architecture honor not only serves as strong recognition of the city government team’s achievements in project planning, construction quality, and operation and maintenance, but also extends appreciation to the jury members for their professional support. In the future, the Water Resources Bureau will continue to strengthen flood control safety and ensure a stable water supply, further advance water resource recovery, low carbon management, and environmental education, and integrate local culture and community sharing to develop water infrastructure facilities that combine functionality, aesthetics, and sustainable value, moving toward the vision of a high quality water environment that is livable, resilient, and innovative.
