The Water Resources Bureau stated that Taichung’s household pipeline connection results continue to rise. From 2019 to the end of November 2025, the number of newly connected households reached 147,669, with an annual average increase of more than 20,000 households. The sewage treatment rate increased by 26.66%, ranking No. 1 among Taiwan’s six special municipalities. The citywide total number of connected households has reached 320,930. It is projected to reach a cumulative total of 350,000 by 2027, and the annual average number of newly connected households will set a record high under any Taichung mayor.
Director Shi-Yi Fan of the Water Resources Bureau of Taichung City Government noted that since Mayor Shiow-Yen Lu took office, the city government has promoted the “Household Pipeline Connection Doubling Project,” prioritizing branch sewer networks and household connections in densely populated areas such as Futian, Shuinan, and Wenshan, while also expanding to areas formerly part of Taichung County, including Fengyuan, Dali, Taiping, and the Taichung Port Designated Zone, to reduce the gap between urban and rural areas. In addition, to safeguard the quality of drinking water sources in the Greater Taichung area, the city government commissioned the Guguan Water Resource Recovery Center in 2025, completing the final piece of the puzzle in the improvement program for the source water protection zone of the Dajia River watershed; meanwhile, the Ministry of the Interior approved the construction plan for the Wuri Water Resource Recovery Center on October 21, 2025, and the city government completed the disbursement of the land payment, laying the groundwork for subsequent project implementation.
The Water Resources Bureau of Taichung City Government further explained that the city government continues to optimize subsidy measures for household sewer connections, including a subsidy for the removal of existing ground level septic tanks capped at NT$20,000 per unit, a subsidy for loan processing fees of up to NT$5,000, and subsidies of up to NT$150,000 for middle to low income households and low income households. The subsidy for the removal of underground septic tanks has also been increased to NT$65,000 to NT$150,000, with the subsidy amounts likewise reaching record highs under any Taichung mayor. Meanwhile, the city government has coordinated with financial institutions including Yuanta Commercial Bank, E.SUN Bank, and Taichung Commercial Bank to launch the nation’s first sewer connection financing program, easing the public’s financial burden. Regarding the promotion of back alley household to sewer connections, which is the most challenging aspect of implementation, the Water Resources Bureau of Taichung City Government has, through collaboration between the public and private sectors and environmental beautification, transformed originally dark and cluttered alleys into clean, bright, and friendly living spaces, thereby substantially improving citizens’ quality of life.
