The Shinguang Water Resource Recycling Center adopts a "wall-free" design, replacing perimeter walls with surrounding waterways and green belts to create a natural connection between the facility and Xiangshun Sports Park. It also preserves the site’s valuable old banyan trees and features a rooftop garden, transforming what was once a closed treatment facility into an open and shared public space. At the same time, the "Shinguang Black Water Café" was introduced into the plant area, integrating coffee and dining services, environmental education, and leisure functions, while campus art exhibitions were also organized to bring art into the engineering space. Under the friendly environmental conditions and stable water quality, the area surrounding the plant has become home to fireflies, dragonflies, migratory birds, and other wildlife, demonstrating the ecological resilience achieved after wastewater purification.
Shih-Yi Fan, Director of the Water Resources Bureau of Taichung City Government, stated that the recognition of the Shinguang Water Resource Recycling Center in such areas as facility maintenance and management through the Public Construction Golden Quality Awards symbolizes the high level of recognition for Taichung City’s long-term commitment to wastewater purification, water resource recycling and reuse, and the maintenance and management of public facilities. Through the operation and maintenance efforts of a professional team and a smart monitoring system, the plant has long maintained efficient and stable operating performance, enabling the water resource recycling center not only to play a key role in the treatment of urban wastewater, but also to gradually become part of citizens’ daily lives as an urban facility that combines functionality with public accessibility.
The Water Resources Bureau stated that the Shinguang Water Resource Recycling Center has been actively promoting the recycling and reuse of treated effluent. In addition to supplying water for in-plant operations and irrigation of nearby parks, the water is also made available for public use, putting into practice the concepts of water resource recycling and water conservation. This award not only serves as the greatest encouragement to frontline maintenance personnel, but also establishes the Shinguang Water Resource Recycling Center as a demonstration site in Taichung City that integrates facility maintenance, ecological conservation, and environmental education, continuing to create a clean, sustainable, and livable water environment for the city.
