A Waterfront Transformation for Caohu Creek and Toubiankeng Creek A New Riverside Setting in Dali for Family Activities and Learning

The Taichung City Government has revitalized the waterfront in Dali District by transforming the floodplains of Caohu Creek and Toubiankeng Creek into family friendly spaces that combine safety and education. The Caohu Creek Balance Bike Track, which opened in January this year, incorporates traffic signals and gives children a 2,500 square meter space in which to learn road safety. The Toubiankeng Creek Plaza brings new life to a 2,100 square meter area with a frog themed riding track full of childlike charm. These two sites successfully transform flood control facilities into new places for children and families to enjoy, while ensuring flood conveyance safety and demonstrating the achievements of the city’s parallel approach to flood control, water friendly access, and water revitalization. The waterfront has become a welcoming space that supports children’s growth and is closely connected to everyday life, while also adding a new family destination for spring outings.
Located in the Tucheng area of Dali, the Caohu Creek Balance Bike Track and Scooter Plaza was completed in December 2025 and officially opened in January 2026. The site provides approximately 2,500 square meters of activity space. Its surface design is colorful and lively, incorporating traffic signal elements such as red and green lights and road signs. This allows children to naturally build road safety awareness through play and learn the importance of following rules while running and riding. Parents can accompany them with peace of mind and enjoy quality family time together, creating a new riverside destination that combines sports, learning, and leisure.
Another site, the activity plaza on the Toubiankeng Creek floodplain in Shijiujia, Dali, was completed and opened in October 2024, successfully revitalizing the local riverside space. The site covers approximately 2,100 square meters. Its most eye catching feature is a frog themed balance bike track that integrates natural imagery with playful design, allowing children to get closer to the waterfront environment through exploration and riding. The floodplain, once used mainly for flood control, has now been transformed into a lively public space filled with laughter, adding another outdoor recreational area in Dali that is suitable for people of all ages.
The Water Resources Bureau of Taichung City Government stated that both sites are located on the floodplains of centrally administered rivers, and that the projects were carried out in full accordance with the Water Act and the Regulations for River Management. The designs take into account both the flood control function of the river and the flexible use of the floodplain, while using materials and construction methods that are easy to clean and maintain.
This ensures that flood conveyance safety will not be affected during periods of heavy rainfall, while at ordinary times providing the public with stable and safe activity spaces, so that residents can enjoy water related recreation along with safe and reliable public facilities.
At the same time, the river has been transformed from a single purpose flood control facility into a public space that is closely connected to daily life. Through waterfront environment improvements and the provision of user friendly facilities, the projects demonstrate the city government’s achievements in advancing flood control, water friendly access, and water revitalization in parallel. They allow children to grow up running along the riverside, families to create memories by the water, and the city and its waterways to move forward together in harmony.
