The Water Resources Bureau stated that, in the past, irrigation demands for farmland caused the main river channel of the Ruanpizai River to run dry, reducing ecological habitat and preventing local residents from enjoying the waterfront environment. Centered on the three themes of safe and livable surroundings, a vibrant waterscape environment, and ecological harmony, the project covers the section from Section 8, Fengyuan Boulevard to Fengli Bridge on Sanfeng Road, with a waterfront length of approximately 1.5 kilometers, spanning from Area 2 to Area 5 of Huludun Park. It has completely transformed the appearance of the stream and its riverbanks, restored environmental functions and ecological value, and allowed residents to reconnect with the river and appreciate the beauty of the waterfront.
The Water Resources Bureau pointed out that the Ruanpizai River Water Environment Improvement Project has received repeated recognition from review panels in recent years. Its honors include an Honorable Mention in the Water Resources Engineering Category at the 24th Public Construction Golden Quality Award, the National First Prize at the 27th National Golden Award of Architecture, an Excellence Award at the 2025 Engineering Sustainability and Environmental Aesthetics Award, the SDG 6 Bronze Award at the 2025 APSAA Asia Pacific and Taiwan Sustainability Action Awards, the 2025 Architecture and Landscape Award, an Honorable Mention in the Facilities and Environment Category at the 12th Taiwan Landscape Architecture Awards 2024, the Golden Stone Award in the Space Revitalization Category at the 32nd Chinese Architecture Golden Stone Awards, the Excellent Award in the Construction Quality Category at the 25th National Golden Award of Architecture, the Golden Quality Award at the 2023 National Outstanding Construction Awards, and the Outstanding Award in the Large Scale Project Category of the Taichung City Golden Safe Engineering Program. With 10 professional awards in total, the project fully demonstrates the city government’s outstanding capabilities in public infrastructure, sustainable governance, and the creation of shared civic spaces.
Shih-Yi Fan, Director of the Water Resources Bureau, stated that the Ruanpizai River not only has a long history of irrigation use, but also carries deep cultural meaning related to water. Through repeated coordination with the Central Region Branch of the Water Resources Agency and the Agency of Irrigation and Water Resources of the Ministry of Agriculture, as well as the extensive collection of local public opinion, the city overcame the challenges of water allocation while also addressing ecological revetment construction, the creation of a near natural meandering river channel, sewage interception and purification, and the reconnection of pedestrian routes. Today, the Ruanpizai River not only has flowing water once again, but has also regained clean water sources and renewed vitality. It has become a new highlight of the Fengyuan area, where residents can stroll along the river, enjoy the beautiful waterfront setting, and experience the charm of harmonious coexistence between the city and nature.
The Water Resources Bureau stated that it will continue to build on the foundation of flood control safety while integrating cultural and ecological value, so that rivers become more than drainage facilities and instead become an integral part of civic life, putting into practice Taichung’s vision of becoming a livable, resilient, sustainable, and water friendly city.
