All five public works projects submitted by the Water Resource Bureau, Taichung City Government this year were recognized.
The 2026 FIABCI-Taiwan Real Estate Excellence Awards ceremony was held yesterday (3) at Grand Hyatt Taipei. This year, the Water Resource Bureau, Taichung City Government submitted five public works projects, and all five were recognized, winning one Excellence Award, two Gold Awards, and two Quality Awards. Following recognition for four projects last year, the Bureau once again achieved outstanding results, showcasing Taichung’s excellence in water environment development, sewerage construction, and facility maintenance and management.
Water Resource Bureau Director Shih-I Fan said the City Government continues to promote flood prevention and water management, water environment improvement, sewerage construction, and water resource recycling and reuse. Winning five FIABCI-Taiwan Real Estate Excellence Awards at once is not only strong recognition from the judges for the City Government’s construction quality, but also a reflection of Taichung’s achievements in building a livable city. The awarded projects include the Gold Award in the Best Planning and Design category for the “Dazhi Drainage Water Environment Improvement Overall Plan (Renhe Road to Qiaocheng Road)”, the Quality Award for the “Taichung City Huilai Creek and Chaoyang Creek Water Environment Improvement Project (Phase II)”, the Excellence Award in the Best Construction Quality category for the “Taichung City Jiancheng Road System Sewer Branch Pipe Network and Household Connection Project (2) - Jiancheng Road, Guoguang Road and Nearby Areas”, the Gold Award for the “Taichung City Futian Water Resource Recycling Center Effluent Recycling and Reuse Turnkey Project (including Operation and Maintenance)”, and the Quality Award in the Best Maintenance and Management category for the “Taichung City Xinguang Water Resource Recycling Center”.
The Dazhi Drainage Water Environment Improvement Overall Plan (Renhe Road to Qiaocheng Road) combines local historical textures with surrounding blue-green spaces, linking Dongguang Greenway, Dazhi Park, and Dongfeng Park to create a waterfront corridor for recreation, tourism, and water-friendly activities. The Huilai Creek and Chaoyang Creek Water Environment Improvement Project (Phase II) comprehensively improves the river environment through riverbank landscape upgrades, pedestrian space improvements, planting, sewage interception, and water quality purification, creating a quality waterfront space integrated into residents’ daily lives.
The Water Resource Bureau noted that back-lane household connections are the most challenging part of sewerage projects. The Jiancheng Road System Sewer Branch Pipe Network and Household Connection Project overcame construction difficulties while incorporating back-lane beautification. In Changrong Village, South District, themed murals titled “Green River” and “Hidden Animal Realm” were completed, transforming once-dim alleys into public spaces that combine beauty with everyday function. The Futian Water Resource Recycling Center Effluent Recycling and Reuse Turnkey Project is Taiwan’s largest reclaimed water demonstration project at a public wastewater treatment plant. After domestic wastewater is treated again, around 58,000 metric tons of reclaimed water are supplied each day through approximately 29 kilometers of transmission pipelines to the Taichung Harbor Industrial Park for industrial use, with maximum supply capacity reaching 105,000 metric tons. The project effectively improves water resource recycling and reuse efficiency and reduces pressure on water supply during dry seasons.
In addition, Xinguang Water Resource Recycling Center, which received the Quality Award in the Best Maintenance and Management category, mainly treats domestic wastewater from Taiping District and nearby areas. It has introduced energy-saving equipment, wastewater recycling and reuse, and smart monitoring systems, and has obtained Green Building and Smart Building labels. The facility also features the “Heishui” café, a sky garden, and an arts and culture exhibition space, changing how people think about wastewater treatment plants. It creates a diverse venue that combines public services, environmental education, and leisure, setting a new example of how wastewater treatment facilities can coexist with urban life.
The Water Resource Bureau said the five projects recognized by the FIABCI-Taiwan Real Estate Excellence Awards demonstrate Taichung’s full capabilities in water infrastructure, from planning and design to construction and operation and maintenance. They are also an important result of the City Government’s continued efforts to improve construction quality. In the future, the Bureau will continue promoting flood prevention and water management, water resource recycling and reuse, sewerage construction, and water environment improvement, building a safer, more livable, and more sustainable Taichung.
